The City Council of Odessa held a meeting Tuesday evening to discuss issues such as the decision to vote on the use of certificates of obligation to fund the improvements of the City’s existing water treatment plant and the annual review of the City Council’s Code of Conduct after Mayor Javier Joven made disparaging personal attacks about city staff and a councilman’s spouse. The council passed a vote 4 to 3 to approve the use of certificates of obligation for the funding of improvements.
