Mom of drowned twins arrested on felony drug charge

The mother of twin baby girls who died Oct. 16 was arrested Tuesday after investigators found cocaine in her home and she admitted to being a drug dealer.

According to an Odessa Police Department report, Charlotte Harris’ twin 1-year-old girls, Hazel and Charlotte, drowned after being left in a bathtub with running water by a babysitter who said she fell asleep while watching TV.

When executing a search warrant on Harris’ Humble Avenue home later that day, they found three scales with white residue in Harris’ bathroom cabinet, multiple empty baggies and 33.8 grams of cocaine, the report stated.

After being read her rights Harris admitted to being a drug dealer, the report stated.

She was booked into the Ector County jail Tuesday night on suspicion of manufacture/delivery of a controlled substance, a first-degree felony. She was released Wednesday after posting a $50,000 surety bond.

Joan Reyes de Jesus, the twins’ babysitter, was arrested on two counts of injury to a child. She remains in the jail on surety bonds totaling $1 million.
